Public-sector customers

Buying through SKI

IAM Group is a supplier on SKI 02.06 Standard Software.

Danish municipalities, regions and central government organisations can buy identity and access management from us through 02.06 Standard Software, the dynamic purchasing system run by SKI, the Danish central purchasing body for the public sector. SKI has run the tender on the customers' behalf, so the purchase can be made in the system instead of through a separate EU tender.

The agreement

One tender, run by SKI, that every public-sector customer can use

02.06 Standard Software is SKI's dynamic purchasing system for standard software and the services around an acquisition. It went live in August 2026, runs for 25 years and is open to the public organisations that are SKI customers: municipalities, regions, central government bodies and other public organisations.

The difference between a dynamic purchasing system and a framework agreement is that suppliers are admitted continuously, and that every purchase is run as a competition among the admitted suppliers. The customer describes its need, suppliers submit tenders, and the customer awards on criteria set in advance.

SKI has run the tender for the system itself. A purchase above the threshold can therefore be made through the system instead of through the customer's own EU tender, and the delivery contract is signed directly between the customer and the winning supplier. Whether a specific purchase belongs on the agreement is always the customer's own assessment.

The agreement in brief

  • Agreement: 02.06 Standard Software (2026), live since August 2026.
  • Customers: municipalities, regions, central government bodies and other public organisations affiliated with SKI.
  • Two categories: simple solution, where the customer has specified the solution and price decides, and complex solution, where the supplier describes the solution from the customer's needs and price and quality are weighted.
  • Customer fee: SKI charges 1 per cent of the purchase. It is added to the price, shown on the invoice and settled by us with SKI.

Five service areas

What you can buy through the agreement

The agreement covers the whole acquisition from licence to operations, so an IGA or PAM project can be bought in one place.

  • Standard software: licences and subscriptions for standard products, in our case Omada Identity and Pointsharp.
  • Support and maintenance: support agreements and maintenance of the software, including our Managed Service with agreed response times.
  • Installation, implementation and configuration: setting up the platform, integrations to your source systems, role model and handover to operations, including project management.
  • Training: training of administrators, managers and the service desk in the solution you have bought.
  • Advisory: advice on acquiring and using standard software, such as a pre-project, product selection or a health check of a solution you already have.

The process

How a purchase works

Four steps from need to contract. The customer runs the process on SKI's portal, and we tender as one of the admitted suppliers.

  1. Market dialogue

Before the purchase is published, the customer can talk to suppliers about needs and options. It is the only point where we can show the solution: in the purchase itself everything is decided in writing, with no negotiation and no demonstration.

  2. Needs and criteria

The customer describes the need, chooses a category and sets the criteria and any security requirements. The customer can use SKI's delivery contract or its own.

  3. Tenders

All admitted suppliers in the category are invited to tender, with a deadline of at least 10 calendar days. We submit a written tender with a solution description and prices.

  4. Award and contract

The customer awards on the stated criteria and signs the delivery contract directly with the chosen supplier. From there the engagement runs like any other project with us.

Our contribution

Identity and access management, in one place

Identity and access management is all we do, and it is also what we deliver on the agreement. The agreement's software catalogue names Identity Governance and Administration, Access Management, Privileged Access Management and user authentication, which are exactly the areas we work in.

We deliver and implement Omada Identity and Pointsharp, both developed in Denmark, and we give product-independent advice on what fits the task. Licences, implementation, training and operations can be bought together from us as a single contracting party.

For municipalities we have IGA for municipalities, a ready configuration of Omada for the municipal source systems, which several municipalities run in production today.

What we deliver on the agreement

  • IGA: Omada Identity and Pointsharp ILM, implemented and operated.
  • PAM and Access Management: privileged access, SSO and MFA on the platforms we partner on.
  • Advisory and training: pre-project, product selection, health check and training, with or without a software purchase at the same time.

For whom

The agreement serves the whole public sector

Municipalities

Payroll- and HR-driven access governance for line-of-business systems, Active Directory and Entra ID. IGA for municipalities is built for the task and can be bought through the agreement.

See IGA for municipalities →

Shared municipal IT service organisations

The inter-municipal service organisations that take over user administration towards 2030 can pool the needs of several municipalities in a single purchase on the agreement.

Regions

Clinical staff, temporary workers and external parties with access to patient data. Recertification and documentation for the supervisory authority in the same platform.

Central government

Ministries and agencies with NIS2 and ISO 27001 requirements for governing access and privileged accounts.

FAQ

Frequently asked questions about SKI

The procurement route is always the customer's own assessment.

Do we need an agreement with IAM Group beforehand?

No. The admission to 02.06 is ours. The customer needs to be affiliated with SKI and have access to the agreement's portal, and the purchase is run there. The delivery contract is only signed once the customer has awarded.

Can we buy advisory without buying software?

Yes. The agreement covers advice on acquiring and using standard software, including software you already have. A pre-project before a product selection, or a health check of your current IGA solution, can therefore be bought through the agreement. Pure process advisory with no link to a standard product belongs on other SKI agreements.

Can we get a demonstration of the solution?

Yes, but before the purchase. In a specific purchase on 02.06 the customer awards on the written tenders alone; there is no negotiation and no demonstration. If you want to see the solution, use the market dialogue before the purchase is published. We are happy to come.

What does buying through SKI cost?

SKI charges a customer fee of 1 per cent of the purchase on 02.06. It is added to our price, shown on the invoice and settled by us with SKI.

Can we get bespoke development through the agreement?

No. The agreement cannot be used for developing new software specifically for you. Configuration, integration and set-up of standard software are covered, and that is how we work: configuration in the platform rather than code written for a single customer.

What if our purchase is below the threshold?

Then you can buy directly from us without going through SKI. That typically applies to advisory and decision material, while licences and implementation of a new platform often exceed the threshold. The assessment is yours, but we know the order of things.
